MAYOR CARLISLE INTRODUCES NEW ADMINISTRATION MEMBERS (Tues., Nov. 30, 2010)—Mayor Peter Carlisle today introduced eight new members of his administration: - Sam Moku will become director of the Department of Community Services. Since 2005, Moku has served as director of the Home Ownership Assistance Program (HOAP) at the state Department of Hawaiian Home Lands. He created HOAP's business plan, managed staff and a $1 million budget. He implemented procedures to help reduce loan delinquency from 43 to 17 percent. He has successfully collaborated with the City and County of Honolulu Section 8 program to offer the first homeownership opportunity on Hawaiian home lands to a native Hawaiian Section 8 recipient. He volunteers for the Mayor of Honolulu City and County Homeless Task Force to help address the growing number of homeless native Hawaiian families. He also serves as a commissioner on the Hawaii Civil Rights Commission. He earned a Master's Degree in Business Administration from the University of Hawaii.
- Bridget Holthus will become deputy director of the Department of Community Services. Holthus has served most recently as the Special Assistant to the Attorney General and as a Deputy Attorney General in 2003. Her responsibilities included business management, program/project development, and coordinating public policy and legislation. Holthus has also served as director of Philanthropic Services and Private Foundations Manager for the Hawaii Community Foundation, where she was responsible for administration of private foundations and approximately $170 million in assets. Holthus has substantial management experience and a proven commitment to the well-being of the community. She earned a Juris Doctorate from the University of Hawaii School of Law.
- Gary Cabato will become director of the Department of Parks and Recreation, where he has served for 11 years as an executive assistant. He rewrote the entire parks facilities maintenance program, which was acknowledged by the National Parks and Recreation Association as a phenomenal transformation in implementing change. In 2002, as the department's Chief of the Executive Services Division, Cabato was named the City's Manager of the Year. He has worked for the City for a total of 18 years and served eight department directors. Cabato is a U.S. Army veteran and earned a Master's Degree in Human Resource Management from Chapman University.
- Albert Tufono will become deputy director of the Department of Parks and Recreation. Tufono has served as chairman of the Hawaii Paroling Authority since 2003, and has also worked as a children and youth specialist for the state Office of Youth Services. He has also worked as a recreation specialist for the parks departments for the City and County of Honolulu and the City of Seattle. Tufono planned, evaluated and monitored programs aimed at children and high-risk youth. He earned a Master's Degree in Public Affairs from the University of Washington.
- William Balfour recently became a special assistant in the Department of Parks and Recreation, where he served as director for eight years during the administration of former Mayor Jeremy Harris. Balfour, who has always been fiscally responsible, has hired, managed and supervised personnel for 48 years. He is a former president and manager of Oahu Sugar Company and a U.S. Navy veteran. He earned a Bachelor's Degree in General Agriculture from the University of Missouri.
- Lori Kahikina-Moniz will become deputy director of the Department of Design and Construction. She has served since 2006 as acting chief of the Division of Collection System Maintenance at the City's Department of Environmental Services, where she planned, developed, directed, and coordinated program activities relating to engineering, construction, maintenance, and repair of the wastewater system. She has also served as assistant chief of that division, as a civil engineer, and as an engineering project manager in the private sector. She earned a Bachelor's Degree in Mechanical Engineering from the University of Hawaii and is a registered professional engineer.
- KaiNani Kraut will become deputy director of the Department of Transportation Services. She has served as a project manager in the private sector and a transportation engineer at the Federal Highway Administration, where her responsibilities included compliance with federal requirements, environmental document reviews, and other applicable federal and local laws. She was also an assistant standards engineer and bridge design engineer at the Illinois Department of Transportation. She earned a Bachelor's Degree in Civil Engineering from the University of Illinois, Champagne-Urbana, and a Bachelor's Degree in Math and Physics from Monmouth College.
- Forest Frizzell recently became deputy director of the Department of Information Technology. He has served as a private sector information technology and security account manager, field engineer and project manager in Honolulu and in California. His responsibilities included designing, managing accounts, and strategic planning. He earned a Bachelor's Degree from the University of Hawaii.
