FOR IMMEDIATE RELEASE                                                                             April 6, 2011     MAYOR'S STATEMENT REGARDING TENTATIVE HGEA AGREEMENT                 "During my discussions with Governor Abercrombie on the phone this morning regarding the HGEA tentative agreement, I was told about the five percent reduction in base pay and the 50/50 EUTF contribution.  I was also told of other provisions that I could not agree with, including additional paid time off for government workers.               "The provisions that I could not agree with were not included in the Governor's press release.  I need to find out in writing the truth and the whole truth about the provisions of the tentative agreement.  Once we have received all of the provisions in writing, we will need to determine the financial impact on the City."

CITY LAUNCHES MAUKA TO MAKAI EXPO   (Tue., April 5, 2011) – In celebration of Earth Month, the City's Department of Environmental Services (ENV) is co-sponsoring numerous ocean-oriented activities on Saturday, April 9. The events include Adopt-A-Stream and Block cleanups along with the Mauka to Makai Clean Water Expo.            "This is a great opportunity for everyone, especially families, to learn how to take care of our environment," Mayor Peter Carlisle said. "The City and County of Honolulu is proud to be working with our partners to inspire others to get involved in protecting our natural resources."            The Expo is free from 9 a.m. to 2 p.m. at the Waikiki Aquarium. Parking is available at the Waikiki Elementary School with a free shuttle service. The first 500 families through the gates will receive a free native plant and "The Journey Home" English-Hawaiian activity book. Those in attendance will also have a chance to win a custom Earth Month surfboard from Surf Garage or an annual family pass to the Waikiki Aquarium.                     More than 30 agencies and organizations will showcase earth-friendly activities. One of the feature attractions is the moi release at 12 p.m. Winners of the Earth Month Teen Video Contest will also be recognized. The state Department of Health co-sponsors the Expo.            Four ENV Adopt-A-Stream and two Adopt-A-Block events focus on the Manoa Watershed. Stream cleanups take place at Manoa-Kolomono Ditch (8:30-11 a.m.), Manoa-Woodlawn (10 a.m.-12 p.m.), Palolo (8:30-11 a.m.) and Ewa Beach (8:30-11 a.m.). TRAFFIC ADVISORY:  SCHOOL STREET COMPLETION   (Mon., April 4, 2011)—City and County of Honolulu contractor, MIRA Image Construction, will complete emergency repair work on School Street tonight starting at 8 p.m. through 5 a.m.           Work will be done to take advantage of low flows and to minimize disruption of traffic.  The contractor will perform touch-up work inside the manhole and reinstall the manhole, chimney frames and covers to match the new pavement surface elevation.             School Street will be closed from Nuuanu Avenue to Aala Street during this period so motorists will need to take alternate routes to the H-1 freeway. Message boards will be up at School/Nuuanu and Vineyard Boulevard advising motorists to detour to Vineyard Boulevard and to use Aala Street to get to the H-1 Westbound ramp.            A sink hole caved-in a portion of School Street two weeks ago near the intersection of Nuuanu Avenue.     -30-   Contact:  Collins Lam, Director, Department of Design & Construction 768-8480

LANDFILL, REFUSE CENTERS CLOSED SUNDAY, APRIL 3   (Sat., April 2, 2011) – The City's Department of Environmental Services (ENV) will close Waimanalo Gulch Sanitary Landfill, convenience centers along with Keehi and Kawailoa transfer stations to all public and private vehicles Sunday, April 3.               Only Kapaa Transfer Station will remain open on Sunday.               The landfill is awaiting approval from both the U.S. Environmental Protection Agency and the state Department of Health to access recently repaired portions of the waste cell damaged during the January 13 storm.               The landfill will reopen to City and private vehicles Monday, April 4. SEWER PROJECTS DURING APRIL   (Fri., April 1, 2011) – The City and County of Honolulu's Department of Environmental Services has 16 sewer projects in April that may impact roadways and traffic on Oahu.              The projects include:   Ø      Airport Sewer Rehabilitation/Reconstruction Phase 1 – Rehabilitate/reconstruct defective sewer line and manholes in the vicinity of the Honolulu International Airport between Lagoon Drive and the Kamehameha Wastewater Pump Station. Ø      Ala Moana Sewer Reconstruction Project – Installation of a new sewer line along the Ewa bound lanes of Ala Moana Blvd., between Atkinson Drive and Queen Street. Ø      Ala Moana Trunk Sewer Rehabilitation – Sewer rehabilitation work along Ala Moana Blvd. from Keawe Street and Ward Avenue. Ø      Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard).  Ø      Foster Village Sewer Rehabilitation/Reconstruction – Installation of a new sewer line along Hakupapa, Haloa Drive, Piikea Street and Punihi Street.  Rehabilitation of certain sewer manholes on Hakupapa Street, Olino Street, Palanihu Place and Piikea Street. Ø      Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive. Ø      Kahanu Street, School Street, and Umi Street – Spot repairs along Dillingham Blvd., between McNeill Street and Kalihi Street and along Kalihi Street between Dillingham and North King Street.  Installation of new sewer lines along Kahanu Street, Puuhale Road, Stanley Street, Wilcox Lane, Umi Street, King Street and Haunapo Lane between Kalihi Street.  Sewer rehabilitation work along School Street between Liliha Street and the School Street (Ewa Bound) off ramp.   Ø      Kalakaua Avenue Sewer Rehabilitation – Open-cut trench digging replacing 1,500 lineal feet of 6- and 8-inch sewer pipe along Kalakaua Avenue between Philip Street and Kapiolani Boulevard. Ø      Kalanianaole Highway Sewer System Improvements – Sewer rehabilitation work along Kalanianaole Highway between Wailupe Beach Park to Kawaikui Beach Park and between Halemaumau Street and Paiko Drive.   Ø      Rose Street and Kamehameha IV Road, Richard Lane and Linapuni Street Sewer Rehabilitation - Installation of new gravity sewer lines on Rose Street, Kamehameha IV Road, Richard Lane and Linapuni Street. Ø      Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street. Ø      Sewer Manhole and Pipe Rehabilitation at Various Locations Phase 2 – Sewer rehabilitation work along Nimitz Highway between Pacific Street and Sumner Street.       -MORE- Page 2-of-2 April Sewer Work April 1, 2011         Ø      Waimalu Sewer Rehabilitation/Reconstruction Phase I/II – Installation of a gravity sewer line along Olepe Loop, Hekaha, Lokwai, Lii-Ipo, Pahemo and Kanuku streets. Ø      Waipahu Street/Plantation Village Sewer Reconstruction – Installation of gravity sewer line within Plantation Village. Ø      Wanaao Road/Keolu Drive Reconstructed Sewer – Installation of new sewer line along Keolu Drive (Nanialii Street to Wanaao Road) and Wanaao Road (Keolu Drive to Auwinala Road). Ø      Wilhelmina Rise Sewer Rehabilitation – Sewer rehabilitation work in Wilhelmina Rise area on various streets within the area bordered by Paula Drive, Lurline Drive, Wilhelmina Rise, Keanu Street and Claudine Street.            Approximately 124 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. LANE CLOSURE ON KAILUA ROAD AT THE ONEAWA STREET INTERSECTION   (Fri., April 1, 2011) —The curb lane of the double right-turn lanes of Kailua Road fronting the new Whole Foods Market project in Kailua will be closed 24-hours, five consecutive days starting Mon., April 4, through Fri., April 8, due to roadway construction work.                Workers will be constructing a concrete bus pad at the existing bus stop located within the double right-turn lane area of Kailua Road between the triangle park and the new Whole Foods Market project.               The Kailua Road double right-turn will be temporarily adjusted from two lanes to one lane beginning at the driveway to McKenna Ford, just makai of Hoolai Street.  Motorists are advised to use caution in this area and to use alternative routes if possible.               Bus patrons normally using this Kailua Road bus stop are asked to use the temporary bus stop located on Kailua Road, just before Hinano Lane. FOR IMMEDIATE RELEASE                                                                        April 1, 2011                                                                                                  Oahu Junior Lifeguard Program to Begin Registration     (Fri., April 1, 2011)—The City and County of Honolulu's Ocean Safety and Lifeguard Services Division will begin accepting online registrations for the 2011 Junior Lifeguard Program on Sat., April 9, 2011.  The course is for future lifeguards and will be taught this summer during five-day sessions at four locations across Oahu.   The Junior Lifeguard Program is open for boys and girls between the ages of 13 and 17 years old as of Wed., June 1, 2011.   Beach skills, ocean training, surf rescue techniques, physical conditioning, swimming, CPR, first aid, and other related activities will be taught.  Applicants must have good swimming skills and a strong desire to learn about ocean safety. This is not a learn to swim program.   The course will be held at Ala Moana Beach Park, Kalama Beach Park (Kailua), Ehukai Beach Park (Pipeline), and Makaha Beach Park.  There will be 7 sessions; Session 1: June 6-10; Session 2: June 13-17; Session 3: June 20-24; Session 4: June 27-July 1; Session 5: July 5- 8; Session 6: July 11-15; Session 7: July 18-22.  Junior Lifeguard Championships will be held on Sat., July 30, 2011 at Hapuna Beach, Hawaii Island.   On-line registration begins April 9 at www.myjuniorguards.com.   On-site registration is from 9 a.m. to 3 p.m. at Ala Moana Beach Park on Sat., April 23 at the Ocean Safety Training Center; Kalama Beach Park in Kailua on Sat., April 23; Ehukai Beach Park on Sat., April 30 at Pupukea Foodland; and Makaha on Sat., April 30 at Tamura's Superette, Waianae.   There is a suggested donation of $45 made payable to the Hawaiian Lifeguard Association that will be collected during on-site registration and on-line payments will be processed through Kama`aina Kids.  Do not send waivers or checks.   -30-   Contact:  Program Coordinator Shannon Clancey, 723-7864.
