Mayor Caldwell appoints Sandra Pfund and Chris Sadayasu to new Office of Strategic Development

Honolulu – Mayor Kirk Caldwell today announced his selection of Sandra Pfund and Chris Sadayasu as the first members of the newly-established Office of Strategic Development (OSD).  Pfund will serve as Strategic Development Officer and Sadayasu as Asset Management Administrator.  Both employees started today, December 2nd, 2014.

 

In her capacity as Strategic Development Officer, Sandra Pfund will serve as head of the OSD and be responsible for administering and providing overall direction, coordination, management, and control over the functions, operations, and activities of the department. 

 

Ms. Pfund worked as a Land Development Administrator for the Department of Hawaiian Home Lands since July 2010. Her division, composed of a seventeen person staff, is responsible for the planning, design, construction, and financing of homesteads for beneficiaries. Previously, she was Chief Executive Officer for the Aloha Tower Development Corporation and, prior to that, worked on a number of development projects for the State. She is a graduate of the University of Hawaii and holds a master's degree in Public Administration.

 

As Asset Management Administrator, Chris Sadayasu will be responsible for OSD's Asset Management Division and charged with overseeing the facilitation, negotiation, and management of real estate for the city.

 

Mr. Sadayasu has been working as an affordable housing development specialist and project manager for the state for the past thirteen years, serving at the Hawaii Community Development Agency, Aloha Tower Development Corporation, and Hawaii Housing Finance and Development Corporation. He is a Hilo High, Claremont McKenna College, and William S. Richardson School of Law graduate. 

 

The OSD was established as an ad hoc agency working directly for the Managing Director's Office to immediately address the lack of overall planning and management of the city's real estate portfolio, which has existed since the Department of Housing was eliminated in 1998.

 

A key component of Mayor Caldwell's Islandwide Housing Strategy, the OSD will fast-track the asset development component of the city's Housing First program and Affordable Housing Policy and Plan.  The OSD will also assess and redirect the uses for the city's real estate portfolio and explore the feasibility of City Council's resolutions and directives related to the development of city assets.
