CARLISLE: HONOLULU MUST BE LEAN, CLEAN, SMART FOR THE FUTURE   (Fri., Oct. 22, 2010)—Mayor Peter Carlisle today emphasized his commitment to clean government and prudent fiscal management, and said he is excited and enthusiastic about serving as mayor. Honolulu needs to become a lean, clean, smart city that is looking to the future, he said.               "Hawaii is ready for change, Honolulu is ready for change, and I am ready to begin the transformation created by change," Carlisle said this evening in his inaugural address. "It is a new day in City Hall, and I am convinced it will lead to a better tomorrow."               Carlisle was joined by his wife Judy, son Benson, daughter Aspen and hundreds of well-wishers who packed the historic Mission Memorial Auditorium for the colorful occasion, which included a traditional welcome blown from a conch shell, a Hawaiian chant, and hula performances.   The crowd applauded Carlisle's pledge to focus on improving core city services and building the rail mass transit project that will link Kapolei and other communities with Downtown Honolulu and Ala Moana.               The mayor said his top priorities for the city are centered largely on finances, and that one of his key goals is to make the budget process as transparent as possible.   "Transparency leads to self-correcting actions," he said. "It also provides an external review of actions by the public that can lead to new efficiencies or discover inefficiencies."               He said Honolulu can expect fiscal discipline and restraint from his administration, and joked that his spending habits have been accurately described as "tight as paper on wall."               "I promise you that I will make every effort to spend your tax dollars as wisely, carefully and prudently as I spend my own money," he said.               Hawaii Circuit Court Judge R. Mark Browning administered the oath of office, and First Presbyterian Church of Honolulu Senior Pastor Dan Chun delivered the invocation. Jimmy Borges performed the National Anthem, Cathy Foy performed Hawai`i Pono`i, and Hula Halau Olana performed hula.               "I'm looking forward to the future," Carlisle said in conclusion.
