September 26, 2014   Traffic Advisory: Lane closures for Honolulu rail transit project     The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures next week related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.   For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment.   EWA (FARRINGTON HIGHWAY)   Monday, September 29 to Friday, October 3 Kualakai Parkway (North-South Road) to Old Fort Weaver Road   Farrington Highway from Kualakai Parkway (North-South Road) in Kapolei to Old Fort Weaver Road near Waipahu will be closed for approximately four months beginning Monday, September 29.   During the initial part of the four-month closure, contractor Kiewit will keep the eastbound lane of Farrington Highway open between 5 a.m. and 6 p.m. on weekdays. The contractor also plans to restore left turns from Farrington Highway onto Fort Weaver Road heading northbound beginning Wednesday, October 1 to assist motorists with the morning drive.   The road closure will allow work crews to safely relocate major utility lines and build columns along a narrow two-lane stretch of Farrington Highway, just west of the Kahi Mohala Behavioral Center. Drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway/Geiger Road on the south end.   Monday, September 29 to Friday, October 3 Near the Fort Weaver Road Overpass Left turns from Farrington Highway in Ewa onto Fort Weaver Road heading northbound will be restored beginning Wednesday, October 1.   H-1 FREEWAY WAIAWA INTERCHANGE   Sunday, September 28 to Thursday, October 2 H-1/H-2 Freeways near Leeward Community College Two soundbound lanes of the H-2 Freeway approaching the Waiawa Interchange (H-1/H-2 merge) will be closed overnight between 8 p.m. and 4 a.m.   WAIPAHU (FARRINGTON HIGHWAY)   Monday, September 29 to Friday, October 3 Leoku Street to Leokane Street The eastbound lanes of Farrington Highway will be closed overnight from 7 p.m. to 6 a.m.   Aniani Place to Waipahu Depot Road The eastbound lanes of Farrington Highway will be closed overnight between 7 p.m. and 6 a.m.   Mokuola Street to Paiwa Street The inside lanes of Farrington Highway will be closed overnight between 7 p.m. and 6 a.m.   Paiwa Street to Kahualii Street Traffic starting next week will also be contraflowed along Farrington Highway as part of rail construction. One westbound lane of Farrington Highway will be closed from 7 a.m. to 1 p.m. One eastbound lane of Farrington Highway will be closed from 1 p.m. to 7 p.m. Drivers may be diverted to the other side of the road during those times. The westbound left-turn pockets of Farrington Highway at Paiwa and Kahualii streets will be shortened 24 hours a day, seven days a week during construction   Monday, September 29 to Friday, October 3 Kahualii Street to the Kamehameha Highway overpass The inside lanes of Farrington Highway near Waipahu High School will be closed between 7 p.m. and 6 a.m. The eastbound lanes of Farrington Highway near the Kamehameha Highway overpass will be closed between 7 p.m. and 6 a.m.   PEARL CITY (KAMEHAMEHA HIGHWAY)   Monday, September 29 to Friday, October 3 Various sections along the outside lanes of Kamehameha Highway in Pearl City and Aiea in both directions will be closed for overhead utility work between 7 a.m. and 3:30 p.m.   Waiawa Road to Waimano Home Road Two westbound lanes and two eastbound lanes of Kamehameha Highway will be closed overnight between 8 p.m. and 7 a.m. for utility relocation work (Two eastbound lanes of Kamehameha Highway will reopen by 5:30 a.m. the following morning.) The intersection at Waimano Home Road is closed after 9 p.m. One eastbound lane of Kamehameha Highway near Home Depot will be closed 24/7 until early October.   Puu Poni Street to Kaonohi Street Two westbound lanes and two eastbound lanes of Kamehameha Highway will be closed overnight between 8 p.m. and 7 a.m. for utility relocation work (Two eastbound lanes to reopen by 5:30 a.m.). The intersection at Puu Poni Street is closed after 9 p.m. Drivers heading westbound along Kamehameha Highway will be contraflowed to the eastbound side of the highway weekdays between 7 a.m. and 3:30 p.m. One eastbound lane of Kamehameha Highway near Kuleana Road (HECO-Waiau power plant) fronting Neal Blaisdell Park will also be closed 24/7. Left turns at Kuleana Road will also be restricted.   AIEA/ALOHA STADIUM (KAMEHAMEHA HIGHWAY)   Monday, September 29 to Friday, October 3 Lipoa Place to Pali Momi Street One eastbound lane of Kamehameha Highway near the Pearl Kai Shopping Center will be closed 24/7   Pali Momi Street to Honomanu Street Eastbound drivers along Kamehameha Highway in the area will be contraflowed to the westbound side of the highway on weeknights between 8 p.m. and 7 a.m. The eastbound Moanalua Freeway on-ramp near McGrew Point will be closed weeknights between 8 p.m. and 5:30 a.m. for utility relocation work   Near Aloha Stadium Right eastbound lane of Kamehameha Highway from the Moanalua Freeway on-ramp to Salt Lake Boulevard will be closed 24 hours a day, seven days a week. Two westbound lanes of Kamehameha Highway near the Moanalua Freeway/Kamehameha Highway merge will also be closed weekdays between 7 a.m. and 3 p.m.   DOWNTOWN HONOLULU/KAKAAKO   Monday, September 29 to Friday, October 3 Downtown Honolulu Lane closures will take place weeknights at the following locations between 8:30 p.m. and 4 a.m. for soil testing: Left westbound lane of Nimitz Highway from Bethel Street to Awa Street   Lane closures will take place weekdays at the following locations between 8:30 a.m. and 3:30 p.m. One eastbound lane of Halekauwila Street from Richards Street to Punchbowl Street   For updates on work days and times, visit the project website at www.honolulutransit.org or contact our hotline at 566-2299.   -END-   Media Contact: Scott Ishikawa. Friday, September 26, 2014 Contact:  Mayor Caldwell's Press Office, 768-5768 (Jesse Broder Van Dyke mobile: 489-0341)     Reminder: Tuesday, September 30 deadline for three real property programs   Honolulu – Mayor Caldwell and the Department of Budget and Fiscal Services are reminding the public that the September 30, 2014 deadline for three real property programs is approaching and urge those wishing to participate to submit the required documentation prior to next week's deadline.   Requirements, forms, and instructions for the following programs may be accessed at www.realpropertyhonolulu.com.   Real Property Tax Credit   The City & County of Honolulu offers a real property tax credit to property owners who meet certain eligibility requirements. If you qualify, the maximum real property tax owed would not exceed 3% or 4% of your income, depending on your age.   Claim for Home Exemption   Real property owners who occupy their residence as their principal home may file a Claim for Home Exemption for fiscal year 2015-2016, which begins on July 1, 2015, to be exempt from certain real property taxes.   Residential A Compromise Claims   A one-time claim for compromise for owner occupants of homes classified Residential A is also available. Owner occupants submitting a Residential A Compromise Claim must also submit a Claim for Home Exemption by the September 30, 2014 deadline.    -END-

Thursday, September 25, 2014 Contact: Jon Hennington, PIO, Department of Parks and Recreation, 768-3046 (mobile 343-9181)     Hanauma Bay Nature Preserve beach temporarily closed due to potable water leak   East Honolulu – The Department of Parks and Recreation has temporarily closed public beach access at Hanauma Bay due to a potable water leak.   A potable water pipe developed a large leak around 7:30 a.m. Thursday morning.   In order to identify the cause of the leak and begin repairs, all potable water has been shut off to the beach level of the bay. This includes water to the beach-level restrooms, prompting the closure of the area.   At this time, the cause and exact size of the leak are not known. Assessment for repairs has begun.   The upper level, overlook, visitor's center, and commercial lot remain open to the public during normal seasonal operating hours 6 a.m. to 6 p.m. Wednesday through Monday.   -END-

September 23, 2014   Traffic Advisory: Section of Farrington Highway in Ewa to close for rail project work   The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop will be closed in both directions beginning Monday, September 29 for approximately four months as part of construction for the Honolulu rail transit project.   The road closure, scheduled to begin 9 a.m. Monday, September 29, will allow work crews to safely relocate major utility lines and build columns along a narrow two-lane stretch of Farrington Highway, just west of the Kahi Mohala Behavioral Center. That section of Farrington Highway is currently closed on weeknights for rail work.   During the initial part of the four-month closure, contractor Kiewit will keep open the eastbound lane of Farrington Highway for the morning commute between 5 a.m. and 9 a.m. on weekdays. The contractor also plans to restore left turns from Farrington Highway onto Fort Weaver Road heading northbound beginning Wednesday, October 1 to assist motorists with the morning drive.   Motorists who routinely use Farrington Highway should provide themselves extra time for their commute during the road closure hours. Drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway/Geiger Road on the south end.   Roadside electronic message boards have been posted to notify drivers about the upcoming road closure. Motorists during the road closure will still be able to access the Kahi Mohala facility in Ewa from Fort Weaver Road. Friday, September 19, 2014 Contact:  Mayor Caldwell's Press Office, 768-5768 (Jesse Broder Van Dyke mobile: 489-0341)   Mayors of Honolulu and Seoul sign Memorandum of Understanding           Seoul, Korea – Mayor Caldwell and Seoul Mayor Park Won-Soon today signed a Memorandum of Understanding on Tourism and Culture between the City and County of Honolulu and the City of Seoul at Mayor Park's office.     The memorandum facilitates increased conversation and cooperation between Honolulu and Seoul in a vital sector of our economy and bolsters our longstanding, strong cultural ties.   Over 200,000 Koreans visited Honolulu last year alone.  There are four direct flights daily from Seoul to Honolulu International Airport, bringing up to 1,210 Korean visitors to O'ahu every day.       Prior to the signing ceremony, Mayor Caldwell met with Mayor Park in his private office to further discuss business and cultural exchanges.      Also today, Mayor Caldwell met with officials from the Seoul Department of Transportation.  Mayor Caldwell gained insight into how to further integrate technology into TheBus and rail, and city's emergency management system.     Then, Mayor Caldwell travelled to Incheon to represent Honolulu in the opening ceremony of the 2014 Asian Games.  The Asian Games are hosted by the Olympic Council of Asia (OCA) and feature 13,000 athletes and officials from the 45 OCA member states.  Athletes will compete in 36 different sporting events.  For more information on the 17th Asian Games, please visit http://www.incheon2014ag.org.    Mayor Caldwell arrived in Korea on Thursday and returns to Honolulu on Monday.  During his trip, Managing Director Ember Shinn is serving as Acting Mayor.   The text of the Memorandum of Understanding on Tourism and Culture between the City and County of Honolulu and the City of Seoul:   The City and County of Honolulu and the City of Seoul (hereafter referred to as "both cities") have pursued friendly exchanges and cooperation over the years since first signing a Joint Communique on October 22, 1973. To strengthen exchanges and cooperation as sister cities in the field of tourism and culture and to implement a joint tourism program for the benefit of the citizens, both cities hereby sign this Memorandum of Understanding on Tourism and Culture and agree as follows   Article 1 The purpose of the Memorandum of Understanding is to provide practical benefits to the citizens of each city visit the other city, touring history museums, art galleries, and more.   Article 2 Both cities shall work together to promote the tourism and culture facilities of each city, such as history museums, art galleries, and more, to the citizens of each city.   Article 3 Both cities shall strive to pursue practical exchanges and cooperation in the tourism and culture field, and if necessary, engage in additional discussions.   The Memorandum of Understanding has been prepared in authentic duplicate in English and Korea, and shall enter into force upon the official signing on September 19, 2014 in Seoul.   Mayor of Honolulu                                          Mayor of Seoul United States of America                                 Republic of Korea   -END-

Friday, September 19, 2014 Contact:  Mayor Caldwell's Press Office, 768-5768 (Jesse Broder Van Dyke mobile: 489-0341)                           Department of Community Services to hold GIA workshops   Honolulu – The Department of Community Services (DCS) will host two workshops to assist non-profit organizations with applying for grants offered by the City and County of Honolulu.   The workshops will provide an overview of city grants available to non-profit organizations as well as explain the Grants in Aid (GIA) fund, in detail, highlighting key dates and items in the GIA process.  Participants will have a forum to ask questions and provide input on the GIA process.  General grant writing tips will also be shared.   GIA are used by nonprofits who serve economically and socially disadvantaged populations or provide services for public benefit in the areas of arts, culture, economic development or the environment.   Workshops will be held at Mission Memorial Hearings Room from 6 – 8 p.m. on Tuesday, September 30 and Thursday, October 2.  Space is limited.  Those interested in attending are requested to RSVP at 768-7761.   -END-
