ROAD WORK WEEKLY REPORT   (Tues., February 14, 2012) − Scheduled road work for the week beginning February 19, 2012, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.   HAWAII KAI Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.  Adjusting manholes and permanent striping to follow.   Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.             (Estimated completion date, continuing through February 2012)   Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.             (Estimated completion date, March 2012)   Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.             (Estimated completion date, continuing through February 2012)   HONOLULU Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.             (Estimated completion date, continuing through February 2012)   Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.             (Estimated completion date, continuing through February 2012)   Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.             (Estimated completion date, February 2013)   Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Kanewai St, Kaluawaa St, Kamakini St, Waiomao Rd, 8th Ave, 9th Ave, Paalea St, Kalua Rd, Mahana St, Kiwila St.  Finished paving Kanewai St, Kaluawaa St and Kamakini St. Adjusting manholes, permanent striping and detector loops to follow.   King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demonish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Work will include portions of River Street, Kekaulike Street, Maunakea Street, Smith Street, Nuuanu Street and Bethel Street where they intersect with King Street. Multiple lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.             (Estimated completion date, May 2013)   Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.             (Estimated Completion Date, continuing through February 2012)   Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Reconstruction of shallow drain line across Akina Street added.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.             (Estimated Completion continuing through February 2012)   Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.             (Estimated completion date, continuing through February 2012)   Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.             (Estimated completion date, continuing through February 2012)   Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.             (Estimated completion date, continuing through February 2012)   Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.             (Estimated completion date, continuing through February 2012)   Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.             (Estimated completion date, continuing through February 2012)   KAILUA Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.             (Estimated completion date, June 2013)   Curb Ramps at Various Locations, FY 2010 (A) – Hele St./Liku St., Hele St./Mowai St., Hele St./Kina St., Kina St./Loho St., Kina St./Kupau St., Apokula St./Apokula Pl., Apokula St./Kupau St., Kuloaa Pl./Kupau St., Kupau St./Kupau Pl., Hele St./Loho St., and Hele St./Mapuana St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. MAYOR CARLISLE WELCOMED BY FILIPINO LEADERS (Mon., Feb. 13, 2012)—Mayor Peter Carlisle was welcomed Sunday by Filipino government and business leaders during his visit to Cebu City.             Carlisle, who's participating in the 22nd Annual Trade Mission to the Philippines with the Filipino Chamber of Commerce of Hawaii, was interviewed by the Filipino press as he met with Mayor Michael Rama of Cebu City to promote Honolulu and exchange cultural and business opportunities. HONOLULU RAIL PROJECT TAGGED FOR $250 MILLION IN PRESIDENT OBAMA'S FISCAL YEAR 2013 BUDGET   (Monday, February 13, 2012) - The Honolulu Authority for Rapid Transportation (HART), Honolulu Mayor Peter Carlisle, and Honolulu City Council Chair Ernest Y. Martin praised President Barack Obama today for including $250 million for the Honolulu project in his FY2013 budget.   Reaction to President Obama's budget request was announced today by U.S. Senator Daniel K. Inouye and Hawaii's congressional delegation, who said that the budget request, which would come from the Federal Transit Administration's New Starts program, was the largest amount for any rail project in the country for FY2013.   "We are pleased to see that President Obama's budget includes a substantial request for Oahu's rail project and we are grateful to Senator Inouye and Hawaii's congressional delegation for their strong support," said Toru Hamayasu, interim executive director and CEO of the Honolulu Authority for Rapid Transportation. "This major budget request reflects the Federal Transit Administration's continued confidence that Oahu's rail project is one of the best transit projects in the nation and the fact that the project has been done by the book. It also indicates that we are near the end of the process towards obtaining the federal agreement for $1.55 billion in federal money later this year."   In response to today's news, HART Board Chairwoman Carrie Okinaga said, "The latest budget request from the Obama Administration verifies that the FTA continues to support this project. Our costs are under budget and our revenues are on track. We are on the right path toward securing our federal funding and HART will continue to work collaboratively with the FTA and other stakeholders to achieve that goal. "   Honolulu Mayor Peter Carlisle said the budget request shows that the project is on the right track.   "This latest budget request by President Obama validates the FTA's approvals that have shown that the rail project's engineering and finances are sound," Carlisle said. "This latest sign of commitment to Oahu's project signifies strong backing on the federal level. With last week's federal approval to begin the next phase of construction, Oahu can soon expect thousands of jobs and in time a rail system that will serve our island's transportation needs for generations to come. "   Honolulu City Council Chairman Ernest Y. Martin said today that "the inclusion of $250 million in President Obama's budget and the issuance of the Letter of No Prejudice on February 6 are proof that support for Honolulu's rail project is solid in Washington. The fact that Hawaii leads the list of programs awaiting a full funding grant agreement is a demonstration of the effectiveness of Hawaii's congressional delegation."   The funding request is the latest federal show of support. Last week, the FTA granted the Honolulu rail project approval to begin construction of the foundation and pillars for the elevated guideway. That latest federal approval clears the way for additional construction on the first half of the elevated guideway from East Kapolei to Aloha Stadium, as well as work on the project's Maintenance and Storage Facility and three of the project's stations in Waipahu.   The 20-mile rail transit system from East Kapolei to Ala Moana is expected to open in 2019. FOR IMMEDIATE RELEASE                                                                       February 13, 2012   HONOLULU-BORN RARE SUMATRAN TIGER TO MEET POTENTIAL MATE   (Mon., Feb. 13, 2012)—Malosi, a rare Sumatran tiger, will soon be transferred from the Honolulu Zoo to a new home at the Point Defiance Zoo in Tacoma, Washington, where he will be introduced to a female as part of a breeding program meant to ensure species survival.   "The Honolulu Zoo is proud of the important role it continues to play in the collection of scientific data and successful breeding of Sumatran tigers to enhance conservation efforts and help save this amazing animal," said Honolulu Zoo Director Manuel Mollinedo.   To ease his transition and reduce potential stress, Malosi will be escorted to Tacoma tomorrow by his lifelong Honolulu Zookeeper Kristen Scheidley and by Port Defiance Zookeeper Paul Povey. A Brigham Young University student will join them to collect and record information about stress indicators and ameliorating factors.   Malosi was born at the Honolulu Zoo in September 2008, along with male cubs Keahi and Tondi. Keahi transitioned well last year to his new home at the Sendai Yagiyama Zoo in Japan, and Tondi is expected to go to the Parc des Félins near Paris, France later this year. Their parents, Berani and Chrissie, will remain in Honolulu.   Sumatran tigers are critically endangered. In the wild, they are found only in the forests of the Indonesian Island of Sumatra. Indonesia has 65 Sumatran tigers living in zoos, and others live in zoos in Europe, North America and Australia.   Scientists estimate that more than 100,000 tigers roamed the forests of central and southern Asia at the dawn of the Twentieth Century, but that the population has been reduced to approximately 6,000. Three tiger subspecies are already extinct. Sumatran tigers are the smallest of the five remaining subspecies.   Even without any further losses, the present tiger populations are so small that they are vulnerable to poaching, environmental catastrophes, and genetic problems typical of small populations.   -30-   Media contact: Honolulu Zoo Director Manuel Mollinedo, 768-7162.

MAYOR CARLISLE TO JOIN PHILIPPINE TRADE MISSION   (Fri., Feb. 10, 2012)—Mayor Peter Carlisle will participate with the Filipino Chamber of Commerce of Hawaii in the 22nd Annual Trade Mission to the Philippines from Sunday to Wednesday to promote Honolulu and encourage investment, tourism and cultural exchanges.   "Honolulu's historic, cultural and family ties with the Philippines are deep and strong. The annual trade mission is a very successful program that the City is proud to support," Carlisle said.   The event is sponsored by the Filipino Chamber and will include workshops co-sponsored by the Mayor's Office of Economic Development to help entrepreneurs from both countries learn about business and investment opportunities.   Carlisle will meet with officials and business leaders in Honolulu's five Philippine sister cities: Baguio, Cebu, Laoag, Manila and Vigan. He will also attend similar meetings in Badoc and Pasuquin, meet in Manila with U.S. Ambassador to the Philippines Harry K. 2012 AFFORDABLE HOUSING INCOME LIMITS   (Fri., February 10, 2012) — The Department of Planning and Permitting has released the 2012 affordable housing income limits, which are used to qualify purchasers and set prices for affordable units as part of Unilateral Agreement conditions adopted in zone change amendments.               The information is key because it is used by developers to set home sale prices based on income groups and household size. Developers are typically required to provide a certain percentage of affordable units in a housing project when land is rezoned to permit the residential community.               The income limits are determined annually based on the annual median income set by the U.S. Department of Housing and Urban Development. FOR IMMEDIATE RELEASE                                                                         February 9, 2012     CITY ROLLING OUT ONLINE CAMPING PERMIT SYSTEM       (Thurs., Feb. 9, 2012)—Mayor Peter Carlisle announced today that the Department of Parks and Recreation (DPR) will implement an online camping permit reservation system on March 9, 2012. Camping permits are issued two weeks in advance and this new application will allow users to apply online for individual campsites in the City's 17 parks that allow camping. Once the system begins, users can apply online every Friday at 5:00 p.m.               Effective March 9, 2012, camping permits will no longer be issued at Satellite City Halls due to the availability of the online system. However, camping permits will continue to be issued in person at the DPR's Permits Section, located on the first floor of the Fast Municipal Building, 650 S. King Street.                "Online camping permits offer flexibility, increase efficiency and reduce the need to stand in line for camping permits," said Department of Parks and Recreation Director Gary Cabato.
